“While there is no easy solution or quick fix, Grand Boulevards can be a key strategy along with policies to provide additional financing support, tax incentives, and reducing other barriers to development. All strategies involve public private partnerships as Grand Boulevards will depend on private sector investment and development catalyzed by public sector entitlement streamlining and reduced design regulation… By upzoning undervalued strip commercial lands, mixed-income housing would be integrated in locations close to existing services and jobs, away from climate hazard zones, and along corridors that could accommodate new transit technologies…”
